What’s with ladies and heels? Would a similar effect occur to men? Frankly it would be weird to see a man walking sexily due to the fact that he was to walk on heels.

Simply is the differential way of walking that it requires. She can’t run, her hips have to take a fixed motion and curves are accentuated. All these factors make a woman sexually more desirable.
But the point is : is it intentional on the part of ladies or not? Why would they want to do such a thing?
Evolutionist have a prompt answer. It is to attract the best mate. Others would say, it’s like flowers. Why do they blossom? Just like that. But again it’s to attract bees to pollinate.
May be in the end evolutionist are right.
